Health plan Special Enrollment Periods

Even though open enrollment for 2020 health coverage has ended, you may still qualify to enroll in a health plan through a Special Enrollment Period, if:

  • You’ve lost your job, had a baby, moved to the area or experienced other life changes. These qualifying life events may enable you to purchase health coverage during a 60-day Special Enrollment Period.
  • Your household’s income has recently decreased, you were enrolled in minimum essential coverage outside of MNsure (directly through an insurance company or broker) at least one day in the 60 days immediately before your household income decreased and you are newly eligible for Advanced Premium Tax Credits to reduce monthly health plan premium costs. You may be eligible to enroll in a lower cost health plan through a 60-day Special Enrollment Period via MNsure if you’re experiencing this newly created “Off-MNsure Plan and Income Decrease” qualifying life event.

What you need to know

You can sign up for a health plan within 60 days of experiencing a qualifying life event, like:

  • You or your dependent loses employer-sponsored coverage
  • Your COBRA coverage comes to an end
  • There’s been a change to a dependent’s status, such as turning 26 years old and losing coverage through a parent’s plan
  • Your household size changes because you got married, had a baby or adopted a child
  • You lose private health coverage enrolled in through MNsure due to divorce, legal separation or death
  • You lose coverage in Medical Assistance (Medicaid) or MinnesotaCare
  • You lose other government-sponsored coverage
  • You gain citizenship status making you newly eligible for a qualified health plan
  • You made a permanent move to Minnesota from elsewhere or within Minnesota to a new county or zip code
  • You were released from serving a term in prison or jail
  • You were enrolled in coverage outside of MNsure and income decrease makes you eligible for tax credits

You can apply on MNsure for help to lower the cost of your monthly plan premiums and out-of-pocket costs. Many Minnesotans who enroll through MNsure qualify for financial help, including:

  • Advanced Premium Tax Credits (APTC): Helps reduce your monthly health plan premium costs. See if you qualify.
  • Cost Sharing Reductions: Helps reduce out-of-pocket costs like deductibles, co-insurance and copayments. Learn more.
  • MinnesotaCare: Pays for medical services with members paying a monthly premium based on income. See if you qualify.
